Enable DVD / Blu-ray playback ???

I have a ps4 with 4.05 HEN, I wanted to watch a movie today and was greated with a msg regarding enabling playing via online...

Is there a hack to this? Or is it safe to hook up the internet to enable this feature?

Also in debug setting menu I took a pic of maybe something that might enable it.... is this right?
Should I mess with this?
