I grabbed URLs for themes installed on my retail PS4 for downloading an installing on my offline hen PS4. Went a little overboard buying premium themes from US, EU, and JP stores using different accounts.
I've generated my own unlock packages for each them using Easy Fake DLC / DLC without Extra Data Generator, Version 2.1.0 (24.07.20) and an edited version that allows for using orbis-pub-cmd instead of PkgTool. The unlock files are 1MB to 1.4MB in size.
