How do I enable PS4 remote play on the pro with Vita(3.70 pro and 3.60 vita)?

As the title says, I have a fresh 3.70fw PS4 Pro and a 3.60fw Henkaku Vita. It seems that I need to connect to the internet every time I want to do remote play.

Is there a work around for this that doesn't end up both devices connecting to PSN and updatied to latest FW?
